It’s a jigger, used to measure out 1.5 oz or sometimes 2oz (the size of a drink) of whatever you have in the decanter.

There's no point to whiskey decanters in general except to look pretty.
I think it doesn’t look usable though. Like if you did what the OP is doing you would just spill everywhere. If you took it off first you would need a tiny funnel as the opening is quite small.
Can you take it off and pour into it like a shot glass?
No it’s a very tight hole to pour into.

Yep. Also easier too since its "blown" not cast they can use the same process for both the lid and decanter.

I would assume to catch the dregs, so when you have the last drams worth you put it upside down to catch all the last drops?

Because it’s not meant to do that. Just a hollow glass top.

Anyways the opening is quite small and you couldn’t pour directly into the hole.. on your own at least.
